The gangs’ HQ may have been destroyed, yet the higher ups and many of their subordinates were not even in the vicinity. From their own hideouts in the two cities that are on the opposite sides of the city they fought in, Tewen, the two gangs started rebuilding their force, and started to make their gang more powerful and stronger than before.

Meanwhile, in Tewen, the law has started increasing their forces in order to protect the people from a possible war and a unit called LAW has been created. Containing many experienced specialists in a variety of fields, they plan to stop both gangs in their tracks before total chaos erupts. With the Dragons in the city of Matissi and the Phoenixes in the city of Vincellio, they are going to use the city in between them, Tewen, as their battleground that will decide who is the most powerful gang once and for all.
